HR 7, officially titled the “No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act of 2025,” may be the single most important bill to be introduced in the 119th Congress.

The bill seeks to permanently ban all federal funding of abortion.

The bill is necessary because President Donald Trump’s executive order banning taxpayer-funded abortion will almost certainly be overturned the moment he leaves office.

Our best chance of permanently ending taxpayer-funded abortion is NOW — through legislation! We have the momentum. Let’s do this.

PERMANENTLY END Taxpayer-Funded Abortions! VOTE YES on HR 7!

In his first term, President Trump defunded abortion. But upon assuming office, Joe Biden reversed that ban, dumping tons of taxpayer dollars into abortionists’ pockets.

As a result, between 2019-2021, Planned Parenthood (PP) performed 1.11 million abortions while receiving approximately 1.78 billion dollars in federal funding. The abortion giant raked in an average of half a billion dollars a year under Biden.

Then, in 2024, Biden gave PP another 3/4 of a billion dollars!

On January 25, 2025, Trump signed an executive order once again banning taxpayer funding of abortion.

But abortion funding has become a political football where one administration bans it only to have the next administration return to funding the slaughter of innocents with taxpayer dollars.

The only way to stop the back and forth is to PERMANENTLY ban taxpayer-funded abortions through legislation — and HR 7 does just that.

The measure not only ends direct taxpayer funding of abortion, but it also prevents government-subsidized insurance from covering abortion.

Specifically, the bill makes important changes to the U.S. Code, including:

Ҥ 301. Prohibition on funding for abortions

“No funds authorized or appropriated by Federal law, and none of the funds in any trust fund to which funds are authorized or appropriated by Federal law, shall be expended for any abortion.

Ҥ 302. Prohibition on funding for health benefits plans that cover abortion

“None of the funds authorized or appropriated by Federal law, and none of the funds in any trust fund to which funds are authorized or appropriated by Federal law, shall be expended for health benefits coverage that includes coverage of abortion.

Ҥ 303. Limitation on Federal facilities and employees

“No health care service furnished—

• “(1) by or in a health care facility owned or operated by the Federal Government; or
• “(2) by any physician or other individual employed by the Federal Government to provide health care services within the scope of the physician’s or individual’s employment, may include abortion.”

Senator Josh Hawley (R-MO) is working on a Senate companion bill, which will be introduced shortly. Our staff in Washington is closely watching this process and is working with several select congressional offices to get this monumentally important job done!

• Abortion is the No. 1 cause of death worldwide.
• Abortions committed by Planned Parenthood alone is the No. 4 cause of death in the U.S.
• And a 2022 report by the House Ways and Means Committee shows that abortion costs the U.S. economy at least 6.9 TRILLION dollars!
